How to determine the critical amount of "formaldehyde"

The new standard (Identification of Major Hazard Sources of% Dangerous Chemicals (GB18218- 2018) has been officially implemented on March 1, 2019. According to Article 11 of the Interim Provisions on the Supervision and Administration of Major Hazard Sources of Hazardous Chemicals (formerly Order No. 40 of the General Administration of Work Safety/Order No. 79 of the General Administration of Work Safety), it is stipulated that if the national standards and industry standards for the identification and safety assessment of major hazard sources change, the hazardous chemical unit shall re-identify, assess and grade the major hazard sources. Therefore, after the implementation of "identification of major hazard sources of hazardous chemicals" (GB18218-2018), hazardous chemical units have carried out "re identification, safety assessment and classification of major hazard sources". Due to the inconsistent understanding of the standard, whether the same substance is a major hazard, such as "formaldehyde", some people think it is, some experts think it is not. Therefore, it is necessary to conduct research. For "formaldehyde", if the content is greater than 90%, Article 8 of Table 1 of "Identification of Major Hazard Sources of Hazardous Chemicals" (GB18218-2018) specifies that the "critical quantity" is 5 tons. However, for "formaldehyde" with a content of less than 90%, the normal majority is 37% formaldehyde. How can we determine whether it is a "critical quantity" of major hazardous substances and how much is it? At this point, the author believes that it should be based on Table 2 of "Identification of Major Hazard Sources of Hazardous Chemicals" (GB18218-2018), "Notice on Issuing Guidelines for the Implementation of Hazardous Chemicals Catalogue (2015 Edition) (No. 80 of the General Administration of Safety and Supervision Department), hazardous chemicals classification information table and" formaldehyde MSDS "after joint research and determination. First of all, the "Notice on Issuing the Implementation Guidelines (Trial) of the Catalogue of Hazardous Chemicals (2015 Edition)" (No. 80 [2015] of the General Administration of Work Safety), the classification information table of hazardous chemicals, the hazard categories of formaldehyde are acute toxicity-oral, category 3 *; acute toxicity-transdermal, category 3 *; acute toxicity-inhalation, category 3 *;... "(see Table 1) Secondly, according to" formaldehyde MSDS ", the physical and chemical properties of" formaldehyde ": colorless irritating and asphyxiating flammable gas, the commodity is its aqueous solution, acute toxicity-oral, category 3 *; acute toxicity-transdermal, category 3 *; acute toxicity-inhalation, category 3 *;..." (see Table 1) Secondly, according to "formaldehyde MSDS", the physical and chemical properties of "formaldehyde": again, according to "Hazard Category/Category 3" and "Formaldehyde MSDS/Boiling Point:-19.4!" of "Formaldehyde" above! ", According to Table 2 of Identification of Major Hazard Sources of Hazardous Chemicals (GB18218-2018), it is determined that "formaldehyde" belongs to "J4" in "Health Hazard/Acute Toxicity". (see table 3) to sum up, the content of less than 90% of the "formaldehyde solution" should be identified as a major hazard material "critical amount" is 50 tons.
